South Africa has suffered irreparable damage over the last decade under the Zuma administration. The country needs to dismantle patronage networks, improve education and rebuild state institutions, especially within the Health Sector.
Corruption
Corruption is so rife both within the private and public sector and money intended for the benefit of the poor has been siphoned off to patronage networks or "gatekeepers". I will ensure that a task team comprising of highly skilled auditors and lawyers be set up immediately to visit every municipality in the country and put systems in place where the entire tender process is transparent and fortnightly reports must be submitted to this committee once a tender has been awarded.
Billions of rands have been lost through patronage networks involving Municipal officials and it will be required of this task team to ensure that service delivery within Municipalities is in fact taking place.National Treasury provides funding to Municipalities so I will be within my right to set up this task team. This team will perform a similar function in all state departments and will work closely with the Ministers concerned.
Education
I will appoint a team of highly qualified and experienced educators to visit every single public school in the country and furnish me with a report in this regard. It is shocking that years into democracy learners are still without proper toilet facilities and learning material at some schools. In 2018, 10 months into the school year, a school in King Williamstown was without a maths teacher. This is unacceptable and this task team will be required to re-shape the curriculum and ensure that every single public school in South Africa functions efficiently. I will appoint Professor Jonathan Jansen to head the committee. I will require a monthly briefing from this committee and the progress at every single school will be monitored and every teacher, at each school, together with the principal, will be interviewed and their performance will be evaluated.
Health
It is unacceptable that people are receiving inadequate medical care at our public hospitals. I will appoint a chartered accountant to every public hospital in the country who will work closely with the medical-superintendant at the hospitals concerned. These hospitals must be run like a company and proper systems must be put in place to ensure that every single citizen who visits a public hospital is treated with dignity and receives the very best medical care. It will be the responsibility of the appointed chartered accountant and the medical superintendant to report to both myself and the Minister of Health on a monthly basis.
Eradicating corruption completely from our state institutions and improving the quality of our education and healthcare will go a long way to making our country great again and encourage investors to build factories and trade here thus creating thousands of jobs as our unemployment rate of approximately 30% is totally unacceptable. Investors will come if our foundations and core principles are sound.
