In his first two days as president, Biden signed 17 executive orders. On March 11, the first anniversary of COVID-19 being regarded as a global pandemic by the World Health Organization, Biden signed into law the American Rescue Plan Act of 2021, a $1.9 trillion economic stimulus relief package he suggested and solicited for that aimed to speed up the United States' recovery from the economic and health effects of COVID-19 and the recession. The package entailed direct payments to most Americans, a stretching of increased unemployment advantage, funds for vaccine allocation and school reopenings, aids for small businesses and state and local governments, and expansion of health insurance subsidies and the child tax credit. Biden's earliest suggestion included an addition of the federal minimum wage to $15 per hour, but after Senate parliamentarian Elizabeth MacDonough decided that involving the addition in a budget reconciliation bill would infringe Senate rules, Democrats rejected to pursue overriding her and eliminated the increase from the package.

Also in March, amid a rise in migrants entering the U.S. from Mexico, Biden told migrants, 'Don't come over.' He said that the U.S. was arranging a plan for migrants to 'apply for asylum in place', without leaving their original locations. In the meantime, migrant adults 'are being sent back', Biden said, in reference to the continuation of the Trump administration's Title 42 policy for quick deportations. Biden earlier announced that his administration would not deport unaccompanied migrant children; the rise in arrivals of such children exceeded the capacity of facilities meant to shelter them, leading the Biden administration in March to direct the Federal Emergency Management Agency to help manage these children.

On April 14, Biden announced that the United States would lag the withdrawal of all troops from the war in Afghanistan until September 11, indicating an end to the country's direct military involvement in Afghanistan after nearly 20 years. In February 2020, the Trump administration had made a deal with the Taliban to totally withdraw U.S. forces by May 1, 2021. Biden's judgement met with a range of reactions, from aids and relief to trepidation at the possible collapse of the Afghan government without American aids. On April 22-23, Biden held an international climate summit at which he announced that the U.S. would cut its greenhouse gas emissions by 50% - 52% by 2030 compared to 2005 levels. On April 28, the eve of his 100th day in office, Biden gave his first address to a joint session of Congress, in which he emphasized the effectiveness and efficiency of COVID-19 vaccines and addressed withdrawing troops from Afghanistan, the homicide of George Floyd, and the U.S. Capitol attack while coaxing Congress to pass comprehensive immigration, gun, and health care reform.

The Rest of 2021 Joe Biden's Presidency

In May 2021, during a outburst in the Israeli–Palestinian conflict, Biden stated his assistance for Israel, saying 'my party still supports Israel' regardless of disapproval from some Democrats. In June 2021, Biden took his first journey abroad as president. In eight days he paid a visit to Belgium, Switzerland, and . He attended a G7 summit, a NATO summit, and an EU summit, and held face-to-face talks with the Russian president Vladimir Putin.

On June 17, Biden signed the Juneteenth National Independence Day Act, which officially made Juneteenth a federal holiday, which was the first new federal holiday since Martin Luther King Jr. Day was made a holiday in 1986. In July 2021, amid a slowing of the COVID-19 vaccination rate in the country and the spread of the SARS-CoV-2 Delta variant, Biden said that the country has 'a pandemic for those who haven't gotten the vaccination' and that it was therefore 'gigantically important' for Americans to be vaccinated, promoting the vaccines' effectiveness against hospitalizations and deaths from COVID-19. He also condemed prevalence of COVID-19 misrepresentation on social media, saying it was 'killing people'.In September 2021, Biden declared AUKUS, a security pact between Australia, and the United States, to ensure 'peace and stability in the Indo-Pacific over the long term'; the deal involved nuclear-powered submarines built for Australia's use.

By the end of the year 2021, 40 of Biden's appointed judges to the federal judiciary had been approved, more than any president in their first year in office. Biden has layed out diversity in his judicial appointments more than any president in the U.S. history, with the more of the appointments being women and people of color. Most of his appointments have been in blue states, which makes a limited impact since the courts in these states already customarily lean liberal.

In the first eight months, Biden's concent rating, according to Morning Consult polling, remained above 50%. In August, it declined and reduced into the low forties by December. The reduction in his approval is related to the Afghanistan withdrawal, increasing hospitalizations from the Delta variant, high inflation and gas prices, disarray within the Democratic Party, and a general reduction in popularity customary in politics.

Also, as part of Biden's Build Back Better agenda, in late March 2021, he suggested the American Jobs Plan, a $2 trillion package managing problems including mobility infrastructure, utilities infrastructure, broadband infrastructure, housing, schools, manufacturing, research and workforce development. After months of debate amongst Biden and lawmakers, in August 2021 the Senate declared a $1 trillion bipartisan infrastructure bill called the Infrastructure Investment and Jobs Act, while the House, also in a bipartisan manner, accepted that bill in early November 2021, involving infrastructure in relationship to transport, utilities, and broadband. Biden signed the bill into law in mid-November 2021. Before and during the 2021 United Nations Climate Change Conference, Biden encouraged a consensus that the U.S. and the European Union cut methane emissions by a third by 2030 and tried to include dozens of other countries to the attempt. He tried to persuade China and Australia to do more. He conducted an online Major Economies Forum on Energy and Climate Change to encourage other countries to strengthen their climate policy. Biden promised to double climate funding to growing countries by 2024. Also at COP26, the U.S. and China made a deal on greenhouse gas emission deduction. The two countries are accountable for 40% of global emissions.

Withdrawal From Afghanistan

President Biden in a video conference with Vice President Harris and the U.S. National Security team, discussing the Fall of Kabul on August 15, 2021. American forces started withdrawing from Afghanistan in 2020, under the provisions of a February 2020 US-Taliban agreement that set a May 1, 2021, deadline. By April 2021, the State Department was encouraging American civilians in Afghanistan to leave. The Taliban started an offensive on May 1. As late as July, American intelligence assessments predicted Kabul would fall to the Taliban months or weeks after the withdrawal of American forces from Afghanistan. By early July, most American troops in Afghanistan had withdrawn. Biden addressed the withdrawal in July, saying, 'The likelihood there's going to be the Taliban overrunning everything and owning the whole country is highly unlikely.'

On August 15, the Afghan government collapsed under the Taliban offensive, and Afghan President Ashraf Ghani fled the country. Biden reacted by ordering 6,000 American troops to assist in the evacuation of American personnel and Afghan allies. He faced bipartisan criticism for the manner of the withdrawal, with the evacuation of Americans and Afghan allies described as chaotic and botched, for his silence and absence during the days before the Afghan government collapsed.

On August 16, Biden addressed the 'messy' situation, taking responsibility for it, and admitting that the situation 'unfolded more quickly than we had anticipated'. He defended his decision to withdraw, saying that Americans should not be 'dying in a war that Afghan forces are not willing to fight for themselves,' and blamed his predecessor Donald Trump, the Afghan president, and Afghan security forces for the speedy collapse.

On August 22, Biden said that his administration knew that ISIS-K was a 'likely source' of threat. On August 26, a suicide bombing at the Kabul airport killed 13 U.S. service members and 169 Afghans. Biden declared to the attackers that the United States 'will hunt you down and make you pay'. On August 27, an American drone strike killed two ISIS-K targets, who were 'planners and facilitators'. On August 29, another American drone strike killed 10 civilians, including seven children; the Defense Department initially claimed the strike was carried on an Islamic State suicide bomber threatening Kabul Airport, but acknowledged the mistake on September 17 and made amends.

The U.S. military left Afghanistan on August 30, with Biden saying that the clearing effort was an 'extraordinary success', by extracting over 120,000 Americans, Afghans and other allies. He conceded that between '100 to 200' Americans who wanted to depart were left in Afghanistan, regardless of his August 18 pledge to stay in Afghanistan until all Americans who wanted to depart had left. The Biden administration, juniting with governments of almost 100 countries, said that the Taliban had given 'assurances' that anybody at all 'with travel authorization from countries' would be allowed to depart from Afghanistan.

Conclusion: 2022 of Joe Biden's Presidency

In early 2022, Biden made attempts to modify his public image after begining the year with low approval ratings, but they kept falling, dipping to 40% estimated in total polls by February. In January, Supreme Court Justice Stephen Breyer, a moderate liberal nominated by Bill Clinton, declared he will be retiring from the Supreme Court. During his 2020 campaign, Biden asured to appoint the first Black woman to the Supreme Court if a vacancy happenedd, a vow he renewed after the declaration of Breyer's retirement. In February, Biden appointed federal judge Ketanji Brown Jackson to the Supreme Court. In February, after forewarning for several weeks that an attack was forthcoming, Biden led the US response to the Russian descent of Ukraine, commanding severe sanctions on Russia and enabling over $1 billion in weapons packaging to Ukraine.
