Introduction

Bantay Bata 163 started as a child welfare program for children at risk in 1997. It focused onhelping children who are physically abused and maltreated. Bantay Bata 163 rescues them from the source of abuse with the ultimate goal of reintegrating the children to their family or nearest of kin. By operating the first child care hotline in the country, Bantay Bata 163 was able to provide access and immediate response to children in crisis. The cases reported to the 163 hotline were handled by trained counsellors and social workers who are always on standby to respond to crisis situations. Children who experienced significant abuse and who cannot be reintegrated with their families were given refuge in the Children’s Village where they were provided premium care and underwent counselling and therapy. The hotline also became a medium where children in distress and parents can ask for psychological counselling and legal assistance. Love, care and hope for a new beginning await even more children with the relaunch of Bantay Bata 163 childrens village this year.

The task of Bantay Bata 163 did not end with ensuring the safety of the children. Bantay Bata’s continued assistance with providing aftercare services that include home visits, school visits, and mobilizing resources for the education of rescued and indigent children. Social workers also attend court hearings together with the rescued children. Parallel to rescuing abused children, Bantay Bata also provided medical assistance to indigent children suffering from simple to complex ailments. Using the power of media as leverage, Bantay Bata 163 effectively narrated the plight of thousands of children with different illnesses to be able to raise funds and facilitate the children’s medical treatment. Through the years, it expanded its medical services by conducting medical and dental missions with partner organizations all over the country.

Through the years, Bantay Bata 163 continues to utilize its media resource in producing infomercials about children’s rights and how to strengthen the family. It broadened its scope of including the community in upholding the rights and welfare of children. Bantay Bata began conducting Community Outreach Programs (COPs), School Outreach Programs, and special events for children and their families. This is to be able to educate parents about children’s rights and the community’s responsibility in bringing up a child.

Statement of the Problem

The purpose of this study is to determine the 163 policy impact to the attitudes of children at home and in the school of SDA Elementary School Atis Street General Santos City.

Theoretical Framework

This study was anchored on Bandura’s Social Learning Theory posits that people learn from one another, via observation, imitation, and modelling. The theory has often been called a bridge between behaviourist and cognitive learning theories because it encompasses attention, memory, and motivation. Social cognitive theory departs significantly from operant learning theory by crediting the child with a self (Bandura, 1989). The social cognitive view of the self is, however, very different from the dynamic Freudian ego. In the learning perspective, the self is merely a way of addressing certain critical cognitive functions that affect the learning process. One such function is the effect of a child's perception of his or her competencies on the likelihood that he or she will imitate modelled behaviours. For example, consider a child who is tempted to imitate a new dance step that she has seen her older sister perform. If she believes that she has the necessary skill, she is likely to give it a try; if she doubts her ability, she is unlikely to try. Thus, the child's self-perceived competency influences the likelihood of imitative response.

Conceptual Framework

This study aimed to gather information relating to the 163 policy impact to the attitudes of children at home and in the school of SDA Elementary School Atis Street General Santos City. Bantay Bata 163 has raised the awareness of the populace to the problem of child abuse in the Philippines. This study intend to promote Bantay Bata 163 by helping the children to change the lives they need and operational vision aim to find effective ways to fight abuse in SDA Elementary School Atis Street of General Santos City. The study may help the respondents by giving them awareness regarding the protection and the 163 policy of Bantay Batathus, the respondents would be encouraged to support bantay bata 163 and engage them in to it. Furthermore, this study may help teacher and professor t. This research will also serve as a reference for researchers who are interested in conducting a study related to this undertaking.

Scope and Limitations of the Study

The scope of the study is to focus mainly on the 163 policy its impact to the attitudes of children at home and in the school of SDA Elementary School Atis Street General Santos City. The study is limited to the respondents that are students of SDA Elementary School Atis Street and are enrolled in General Santos City for the School year 2018-2019. Questionnaires will be utilized in the conduct of this study which covers the respondents profile.

Definitions of Terms

To have a fundamental understanding of the research, the following terms were given meaning in pertinence to this study. The following terms are defined using both conceptual and operational definition. Attitude - is a psychological construct, a mental and emotional entity that inheres in, or characterizes a person. They are complex and an acquired state through experiences. It is an individual's predisposed state of mind regarding a value and it is precipitated through a responsive expression toward a person, place, thing, or event (the attitude object) which in turn influences the individual's thought and action. Prominent psychologist Gordon Allport described this latent psychological construct as "the most distinctive and indispensable concept in contemporary social psychology." Attitude can be formed from a person's past and present.

Key topics in the study of attitudes include attitude strength, attitude change, consumer behaviour, and attitude-behaviour relationships. Bantay Bata 163-is a social welfare program of the ABS-CBN Lingkod Kapamilya Foundation. Launched in 1997, it aims to protect disadvantaged and at - risk children through a nationwide network of social services. Among these services is the national emergency hotline, '163', which allows people to call in and report incidents of child abuse, exploitation and neglect. Abandoned - a subjective emotional state, in which people feel undesired, left behind, insecure, or discarded. Child Labor - refers to the employment of children in any work that deprives children of their childhood, interferes with their ability to attend regular school, and that is mentally, physically, socially or morally dangerous and harmful.

These laws do not consider all work by children as child labour; exceptions include work by child artists, family duties, supervised training, certain categories of work such as those by Amish children, some forms of child work common among indigenous American children, and others. Through participation is recognized the capacity and value that children and youth have to contribute to society, as well as is develop their potential.
