Reservation as a tool is old enough in India. First informal use of reservation was done in Kolhapur in 1902. Maharaja Sahu Ji proposed a reservation for backward class so that they could get their rights in the right way, but when was this Idea Legally been activated?

It happened in the Poona Pact 1932, The British government made a round table conference, in which they decided that on some seats, only Dalit candidates can elect and the votes will also be given by Dalit population. Gandhi did not like this policy, according to him; it was a Divide and Rule policy. After slight changes it was decided that few seats will be reserved for Dalit community but vote will be given by people of every community and this becomes Poona Pact of 1932. So far, everything was going well but at the same time the Mandal Commission came.

Mandal commission was introduced in 1979 by Bindeshwari Prashad Mandal, who lived in Sharsha, Bihar and he was a wealthy landlord and a parliamentarian. He recommended that OBC should get 27% reservation, before this report, OBC as a concept didn't exist. But after this report, by using Socio Economic Data, reservation was made for OBCs as well. This socio Economic data includes the details of rich people, deprived people, People in village, etc. This data was taken to create the report in 1979, and this data was taken from the report of 1931. You can think of yourself how a report can be created on the basis of such old data.

Now in 1979 the Total Reservation quota was 49% which means general category is helpless, but then Supreme Court ordered that the reservation will not increase more than 50%. But then some states like Tamil Nadu came forward with a reason that they have more Population of SCs, STs, and OBCs so they want 69% reservation. Overall Reservations were increased to 69% but it would not affect General Category so 19% general seats were increased in the Colleges. After that Haryana also demanded for more reservation, and this was possible because of the 9th Schedule of the Construction, according to which any changes by parliament cannot be challenged directly in the court.

This is the situation of our country right now. This is the reason we are still a developing nation. Because our mind is still that of appeasement of a particular strata of the society rather than giving the opportunity to one who deserves it. This is the reason the top brains from our country go to abroad for settlement. If you look at the stats, to secure a seat in a top institute, a reserved candidate has to work as half as hard as the one in the reserved category. Wait, it doesn't end here! For government job, there will also be quota.
